I cannot read the terms...can we exchange svg files with other members?

Only if the original copyright owner of the SVG file (or any other file type) has given written permission for the file to be shared, sold, distrubuted, etc.

Converting a file from one format to another format, doesn't change the copyright or licence.

In most cases, the copyright owner does not allow the files to to shared.
