Cutter Controller Beta 0.4.23 has been Released

Added: Test the serial or USB connection and settings work
Added: Check that the drawing will cut/plot on the media
Added: A button to stop the drawing data from being sent to the cutter/plotter.
Added: Cut/plot a small test rectangle on the media using the machines speed and force settings
Fixed a number of minor issues, and made some changes to the main form
